Insufficent bids

A recent bidding sequence at our club went like this: North: 1S East: 2Ds South: 1NT ( ! ) West: Not noticing the insufficient bid passed. North passed Could you advise please on how the director should have dealt with this.

David Stevenson's Answer

Once West passed the insufficient bid was condoned, so became legal, and the bidding progresses from there. So the next bid could be 2C or 2D.
