Bidding Question

I was West - the bidding went P - P - 4S - x - P to me. I took it out to 4D which was passed out and went 4 down for -200. My partner said I should have known his double was for penalties. I thought that as I was so weak we could not defeat 4Sx. A) Was my partner's double correct? B) Was my take out wrong?

I am assuming the opening bid was 3S. Unless otherwise stated 99% of players use a double for take-out so your bid was absolutely correct. East should have overcalled 3NT, which would finish the auction and I would expect declarer to make at least 9 tricks.
