I think the auction would start with 3 passes and I would expect NS to be quiet throughout. 1H – 2H – 3D – 4H. I think West is between bids 2H or 3H and generally bidding 2H works best because it allows partner room to judge for themselves. East with 16hcp but upgrading to 17 with the strong 5-card suit, should try for game – this depends on partnership style, but I would make a game try of 3D: which asks for help in the suit – there is no doubt that West should accept the invitation by bidding game.
